My second choice would be spiders because they are creepy. A good friend of mine used to walk around with a tarantula on her shaved head all the time. I avoided her that whole year until it was run over by a car (she dropped it in an intersection). If I could have made that car come a year sooner by choosing spiders as a racial enemy, I'd have done it.
Maybe, though, if your person is going to have a racial enemy, you should think of why? Make her have some awful childhood memory of a dog stealing her favorite sister. That would be really ruff, wouldn't it?
And, not that this makes any rational sense, but I think it might be a good idea to make Leprechauns your personal racial enemy. I know I have and it has helped me oh-so-much. You never know when one of those little bastards will come out from under a leaf and jump up and bite your ankles!

If you want a challenge with a 4 member party, make your druid/cleric/sorcerer some +ECL race or multiclass them. You'll enjoy 1-2 levels or so of advantage over a 6 member party because of the lower member count. With the way casters scale, this is more than enough to break the game. So, lets assume the +2/+4 damage is because the Master Hunter ranger has anatomical knowledge on where to best injure it's favored enemy. This knowledge also helps him/her track it's favored enemy. Now lets look at the 120 monsters on the 'humanoid' list. Some are redundant, so lets just say it's really only about 70 or 80 different humanoid types. This means that Halfling warriors are somewhat less effective in Icewind Dale than they were in Baldur's Gate, but Halflings still contend for among the best defensive warriors in the game. The Halfling bonus to Dexterity and racial bonus to hit with Slings allow them to compete with elves for the most dangerous ranged attackers in the game.
